रोबोट प्रतियोगितामा नेपाल भिडदै !

आगामी आईतवार नेपाली रोबोटले भारतको पुने शहरमा एसिया प्रशान्त क्षेत्रका झन्डै २ दर्जन देशहरुसँग प्रतिस्पर्धा गर्दै छ । सहभागी सहीत एक दर्जन नेपाली टोली , रोबोटिक्स क्लब , पुल्चोक क्याम्पसबाट सो प्रतियोगितामा भाग लिन शुक्रबार प्रस्थान गर्दै छन । भारतमा नेपालले सातौ अन्तरराष्ट्रिय रोबोट प्रतियोगितामा सहभागीता जनाउन गैरहेको बेला नेपाली टिमलाई शुभकामना छ , जापान, कोरिया र चाइना जस्ता देशलाई पराजित गाह्रोस भनेर ।

ओहो ! भोट हालेको पनि २ महिना भईसक्यो ,तर नयाँ नेपालको सपना देख्न सक्ने मान्छे देखिएन । राजा हटे पनि लामा नाम भएका ब्यक्तिहरु नै शासन सत्ताको नजिकै देखिएकोले खोइ अब निकास निस्किन गाह्रो जस्तो लगिरहेको छ । राजा जस्तै यिनिहरुले पनि पार्टिको श्रीपेच अरु नयाँ युवा पुस्तालाई हस्तान्तरण गरे कती आत्मबिश्वास जनतामा बढने थियो । केही समय अघिको समय पत्रीकाको कभर फोटो राख्न मन लाग्यो , किनभने शायद भित्ते होइन निधारमा नै लेखे पनि नेपालमा राष्ट्रपति हुन गाह्रो छ कि क्या हो ? !!!

प्रचन्ड गणतन्त्रको उत्सबमा !

केही मानिसहरुलाई पछी सम्म पनि ईतिहासले सम्झने यस अर्थमा पनि छ कि एउटा जादु जस्तो गरेर सँसारबाट एक देशको राजातन्त्रको समाप्तिमा योगदान पुर्याएका छन, ति मध्ये एक हुन सम्भवत भावी प्रधानमन्त्री प्रचन्ड । यस मानेमा कि अबको २ हप्तामा नारायणहिटी खाली भएपछी यो भन्न कर लाग्छ कि राजा ज्ञानेन्द्रले नेपाललाई चिनेका रहेनछन र प्रचन्डको शब्दमा त महान नेपाली जनतालाई ! अहिले मैले खिचेको प्रचन्डको यो तस्बिर यहाँ राख्दा मलाई यो एक हप्ता पुरानो तस्बिरमा देखिएको प्रचन्डको हासो एकदम ताजा र आकर्षक लाग्यो, शायद राजाको बिदाइको तयारी गर्दा गर्दै भएर होला कि ।

अस्ताउदै छ राजतन्त्र !

सँबिधान सभाको चुनाव बिना हिँसा समाप्त भई सकेपछी पहिलो पटक मैले हालेको भोटले राजा बिनाको नेपालको परीकल्पनामा लालमोहर लागेको छ ।

बेलुकी पख अस्ताउदै गरेको सुर्योदयको द्रिश्य खिच्दै गर्दा मलाई लाग्यो - "अब जनताको हातमा पावर चाहियो, एक युगमा एक पटकको लागि !"

नेपालमा रोबोकन २००८ को तयारी सुरु ।

आगामी ३१ अगष्ट आईतवार भारतको पुनेमा हुन गैरहेको अन्तरराष्ट्रिय रोबोकन प्रतियोगितामा नेपालको रोबोटिक्स क्लब सहभागी हुनेछ ।नेपालले यसको लागि तयारी सुरु गरिसकेको छ ।

झन्डै ५ महिना अगाडिबाट सुरु भएको तयारी अनुसार नेपालले यसपटक जित्ने रणनितीका साथ अगाडि बढने छ ।

भगवान कृष्णले दही चोरेर खाएको कथालाई आधार बनाएर 'गोबिन्दा' शिषकमा प्रतियोगी टोलिले रोबोट बनाउनु पर्नेछ ।सो रोबोटले दही राखेको सान्केतिक चिन्हलाई उचाल्नु पर्ने छ । जसबाट ४८ अंक प्राप्त गर्न तीन मिनेटको खेल अवधी हुनेछ ।

एसिया प्रशान्त क्षेत्रका जापान, कोरिया, चाइना लगायत एक दर्जन भन्दा बढी देशले भाग लिने यस प्रतियोगितामा नेपालले सन २००१ देखी सहभागी हुँदै आइरहेको छ ।

नेपालको ७५ जिल्ला घुम्ने यि पदयात्रीको तस्बिर सँयोगले खिच्ने मौका मिल्यो । त्यो पनि नोकिया ६३०० मोबाइलबाट काठमाण्डौमा । शायद तपाईंको अनुमान मिल्न सक्छ होला , गेस गर्नुस त , कुनै क्याफे बसेर अन-लाइनमा ! उनको आगामी पुस्तकले मदन पुरस्कार पाउछ कि पाउदैन ?

उड्न पाएन नेपाली डा“फे

सपना थियो, नेपाली आकाशमा नेपाली विमान उडाउने । यसका लागि हामीले पुल्चोक इन्जिनियरिङ कलेजको पर्खालभित्र तीन वर्षबितायौं । आज सपना साकार भएको छ, पुल्चोक इन्जिनियरिङ कलेज जानुहोस्, त्यहा“ उड्न ठिक्क परेर पखेंटा फिंजाइरहेको रङ्गीन डा“फे छ, हामीले तयार पारेको विमान ।

यो बनाउ“दा हामी जति खुसी थियौं, अहिले उति नै दुःखी । हामीलाई लागेको थियो डा“फेको जन्मले देशमा एउटा सानोतिनो भए पनि खुसी ल्याउला । सरकारले पुरस्कार नदिए पनि स्याबास भनेर धाप मार्ला । तर उल्टै यसको परीक्षण उडान गर्न पनि अनुमति पाइएन । भनेको जस्तो भइदिएको भए हामीले मंसिरमै डा“फेलाई उडाएर संसारलाई देखाइसकेको हुने थियौं ।

'हामीले अनुमति दिन सक्दैनौं' उडानका लागि ठाउ“ र अनुमति पाउ“ भनेर लेखेको हाम्रो निवेदनको नेपाल नागरिक उड्ययन प्राधिकरणले यस्तो जवाफ दियो, 'यो कानुनी रूपले मिल्दैन ।'

विशेषज्ञ, अनुसन्धाता, इन्जिनियर, विद्यार्थीलगायत सय जनाभन्दा बढीको प्रत्यक्ष अप्रत्यक्ष प्रयासले बनेको 'डा“फे' लाई उडाउन उचित ठाउ“ दिने निकायले यसो भनेपछि हामी कहा“ जाने -

सा“च्चै निराश भएका छौ । हृदयदेखि मातृभूम्रि्रति दया जागेर आएको छ । हामी किन सयौं वर्षछाडि छौ भन्ने स्पष्ट भएको छ । व्यक्तिगत रूपमा जहाजबारे अध्ययन गरी सम्पर््ण्ा जनशक्ति, स्रोत, साधन र पैसा एकै ठाउ“मा जुटाएर हामी विद्यार्थीको तहबाट यतिसम्म गर्नु कम्ता अप्ठेेरो छैन ।

सरकारले गर्नु पर्ने काम विद्यार्थीले यति रुचि र उत्साहका साथ अगाडि बढाउन खोज्दा पनि अनुमति

मिलेन । मुलुकको संरचना कस्तो रहेछ - प्रश्न जाग्न थालेको छ । कसैप्रति हाम्रो दुश्मनी छैन । हामीलाई देशले यति धेरै लगानी गरी पढायो, अव हामी त्यसको प्रतिफल दिन खोजिरहेछौं । यही“ बसेर केही गर्न चाहिरहेछौं ।

हामीले बम, बारुद र बन्दुक त बनाएका होइनौं नि, परीक्षणै गर्न नपाइने । देशलाई प्रविधि दिन खोज्दा पनि यतिका सास्ती - भावी पुस्तालाई हि“ड्न सजिलो बाटो बनाउन खोज्दा पनि अपराध गरेजस्तो भइरहेको छ ।

विश्वविद्यालय परिसरमा हामीलाई परीक्षण गर्न ठाउ“ पुगेन । एक घन्टाका लागि पोखराको विमानस्थलको खाली समय मागेका हौं, त्यो पनि उसको नियमित उडान प्रभावित नहुने गरी । उड्डयन प्राधिकरण तथा यसको बोर्डमा निवेदन हाल्यौ । हवाइजहाज उत्पादक कम्पनीबाहेकले बनाएको जहाज उडाउने व्यवस्था छैन रे । यो हाम्रो शैक्षिक प्रयोग हो । बोइङ कम्पनी जस्तो कुनै काराखाना खोल्न लागेका होइनौं । यति कुरा जान्दाजान्दै पनि कुनै व्यापारिक संस्थालाई जस्तो व्यवहार किन गरिरहेछ यो सरकार - यसो गर्न पाइने कि नपाइने भनेरे मैले अन्तर्रर्ााट्रय नागरिक उड्डयन संस्था -आइकाओ) स“ग इमेलमा सर्म्पर्क पनि गरें । तिनलाई आफ्ना समस्याहरू भनें । उताबाट जवाफ आयो, 'कुनै पनि देशको विमानस्थल उसकै अधीनमा हुन्छ ।'

हाम्रै देशको नियमले पनि परीक्षण गर्न छेकेको देखि“दैन । २०५३ को हवाई नीतिमा 'नेपालको विमानस्थललाई विशेष प्रयोजनमा आवश्यकताअनुसार प्रयोग गर्न सकिनेछ ' भनिएको छ ।

दर्ुघटनाको सम्भावनना देखाएर रोक्न खोजिएको हो भने पनि त्यो मनासिव तर्क होइन । नत्र त अबदेखि नासाले मंगलग्रहमा यान पठाउनेछैन । अस्ति भर्खर कोलम्बियाको विस्फोटमा ठूलाठूला वैज्ञानिक मरे । अपवादलाई सामान्यीकरण गरेर तर्क गर्न

होला - हामी आशा गर्दागर्दा थाकिसक्यौं । सरकार छिटो बोलोस् । अनुमतिको घनचक्करमा अरू धेरै कुरा गर्न पाइरहेका छैनौं । जताततै भत्के व्रि्रेको बेला आशाको त्यान्द्रो ल्याउन खोजेका छौं ।

युवाहरू जोस र जा“गरले यही“ बस्न सक्ने वातावरण दिने काम त सरकारको हो । उल्टै बिदेसिनुबाहेक कुनै विकल्प छैन जस्तो गरी व्यवहार गर्नु त भएन नि । यो देश हाम्रो पनि हो । हामीले परीक्षण गर्न किन नपाउने - डा“फे उड्नका लागि आतुर छ ।

रोबोट विकासमा सहयोग

काठमाडौं, फागुन २३ - नेपाली युवा उद्यमी मञ्चले रोबोट विकासका लागि विद्यार्थी समूहलाई ४५ हजार रुपैया“ सहयोग गर्ने भएको छ ।
आगामी अगस्त २९ मा भारतमा सम्पन्न हुने एसियन ब्रोडकास्टिङ युनिट रोबोकमको तयारीमा रहेको 'रोबोटेक्निक्स क्लब' लाई सहयोग गर्न लागिएको हो । मञ्चको पहलमा ज्योति ग्रुप, नेपाल फार्मास्युटिकल्स ल्याब प्रालि र डाइरेक्सन एग्जिबिसन एन्ड कन्भेन्सन सेन्टरले १५ हजारका दरले सहयोग प्रदान गर्न लागेको बिहीबार प्रकाशित विज्ञप्तिमा छ ।
मञ्चले यस किसिमको क्रियाकलापमा सहयोग पुर्‍याउन निजी क्षेत्रका अन्य संघ-संस्थालाई पनि आग्रह गरेको छ । 'प्रविधिले औद्योगिक विकासको गति निर्धारण हुने ह“ुदा प्राज्ञिक, औद्योगिकलगायत सबै क्षेत्रले यसको विकास तथा प्रयोगमा योगदान पुर्‍याउन आवश्यक छ,' विज्ञप्तिमा भनिएको छ ।

इञ्जिनियरिङ अध्ययन संस्थान, पुल्चोक क्याम्पसको मेकानिकल इञ्जिनियरिङ विभागका विद्यार्थीले गएको मङ्सिरमा बनाएको हलुका विमान 'डाँफे' नेपाल नागरिक उड्डयन प्राधिकरणबाट परीक्षण उडान अनुमति नपाएपछि क्याम्पस हातामा थन्किएको छ।
हवाईजहाज निर्माण गर्ने आठजनाको टोलीका प्रमुख विकास पराजुली ५० लिटर पेट्रोलबाट यो जहाज दुई जनालाई लिएर ६ हजार फिट माथि आकाशमा प्रतिघण्टा सय किमिसम्मको गतिमा दुई घण्टा उड्न सक्ने दाबी गर्छन्। रसियाका सिनियर क्याप्टेन अलेक्जेण्डर म्याक्सिमोभले नेपाल आएका बेला सबै प्राविधिक पक्षको जाँच पड्ताल गरी आफू कुनै पनि बेला विमान उडाउन तयार रहेको वचन दिएका छन्। अनुमतिका लागि धेरै पटक मन्त्रालय र प्राधिकरण धाइसकेका विकास भन्छन्, “अनुसन्धान र शैक्षिक प्रयोजनका लागि बनाइएको यो विमानको परीक्षण गर्न नपाउँदा हाम्रो मिहिनेत खेर जान लागेको छ।” क्याम्पसका मेकानिकल इञ्जिनियरिङ विभाग प्रमुख रामचन्द्र सापकोटा सरकारले अनुमति दिएर विद्यार्थीहरूलाई प्रोत्साहन गर्नुपर्ने बताउँछन्। विमान बनाउन सहयोग गर्ने एभिया क्लब नेपाल, नेपाल विज्ञान तथा प्रविधि प्रतिष्ठान, नेपाल टुरिज्म बोर्ड र नेपाल एयरलाइन्सले पनि परीक्षण अनुमतिको लागि पहल गरिरहेका छन्। नेपालको हवाई नीतिले एभिएशन स्पोर्टस् र साहसिक अनुसन्धानात्मक उड्डयनको लागि माइक्रो लाइट, ह्याङ ग्लाइडिङ, पारा जम्पिङ ग्लाइडिङ, हेलि स्किङ्ग, हट एयर बेलुनिङदेखि वायुयान सञ्चालनसम्मलाई अनुमति दिन सकिने व्यवस्था गरेको छ। जस अनुसार डाँफेले अनुमति पाउनुपर्ने विद्यार्थीहरूको जिकिर छ।
संस्कृति, पर्यटन तथा नागरिक उड्डयन मन्त्री पृथ्वी सुब्बा गुरुङको उपस्थितिमा सार्वजनिक गरिएको सो विमानको परीक्षण अनुमति उड्डयन प्राधिकरणलेे पार्टपुर्जा र अन्य प्राविधिक तथा कानूनी अड्चन देखाएर रोक्का गरिएको बुझुएको छ। मन्त्री गुरुङले हिमाल सँग भने, “मैले खतरा मोलेर भएपनि परीक्षण अनुमति दिनुपर्छ भनेको छु, तर प्राधिकरणले मानेको छैन।” प्राधिकरणका महानिर्देशक यज्ञप्रसाद गौतमले भने यस विषयमा कुरै गर्न चाहेनन्, आफ्नो पीएमार्फत 'पर्यटन मन्त्रालयलाई नै सोध्नू' भन्ने जवाफ दिए। प्राधिकरणका एक अधिकारीको भनाइमा मन्त्री, सचिव, क्याबिनेटमध्ये एकले परीक्षण इजाजत दिनू भनी आधिकारिक पत्र पठाएमा प्राधिकरणले अनुमति दिनेछ।
विकासले साथी गणेशराम सिन्केमनसँग मिलेर तीन वर्षमा यो विमान बनाएका हुन्। यसमा क्याम्पसका अन्य विद्यार्थी रमेश रानाभाट, रवीन्द्र श्रेष्ठ, दिनेश पौड्याल, बाबुराम खरेल, अनिल महर्जन र प्रशान्त मल्ल तथा हवाई इञ्जिनियर उदयकृष्ण श्रेष्ठले सहयोग गरेका थिए। पाइलट ट्रेनिङ स्कुल तथा व्यावसायिक उडानमा सक्रिय संस्था एभिया क्लब नेपालले आवश्यक इञ्जिन, प्रोलिभर जस्ता एयरक्राफ्टका पुराना कवाडी सामानहरू उपलब्ध गराएको थियो। विकास भन्छन्, “खर्च भएको रु.१० लाखमध्ये ६ लाख सहयोग जुटेको थियो र अरू आफैँले हालेका थियौँ।”
शुरुमा नेपालमै हवाईजहाज बन्छ भनेर कसैले नपत्याएको बताउँदै विकास भन्छन्, “यो परीक्षण सफल भए अरू तीन–चार वर्ष अनुसन्धान गरेर र विदेशी सामानहरू झुकाएर हामी नेपालीले नै यस्तो विमान बनाउन सक्छौँ।” बढीमा रु.२० लाखमा बन्ने यस्तो विमानको व्यावसायिक उत्पादन सम्भव भए पर्यटन प्रवर्द्धन र नेपालका डाँडाकाँडामा यातायातका लागि उपयोग गर्न सकिने उनको विश्वास छ।

डाफे बिमान:" उडने अनुमति पाएन"

पोखरामा मँसिर २९ गते ६००० फिटको उचाईमा रुसी पाइलटद्वारा परिक्षण गर्ने लगभग निश्चित भैसकेपछि नागरिक उड्डयन प्राधिकरणले यसको उडान अनुमति रोकेको छ । उडन योग्य छ भनेर प्रमाणित भएपछि मात्र अनुमति दिने बताएपनि प्राधिकरणले पोखराको एभिया क्लबलाई इन्जिन उपलब्ध नगराउन दबाब दिएको बिमान निर्माणमा संलग्न एक इन्जिनियरले बताए । " तर हामी नेपाली आकासमा जसरी भए पनि बिमान उडाउछौ " उनले भने " अझै १०-१५ दिन भित्र हामी उडाईछाडछौ । "

धान्दैछ धनकुटाले !

ब्यस्त हिले बजार ।
सुन्तलाको बोट, माओबादीले धेरै बर्ष अघि जलाएको गाडी र बसपार्कको सुन्दर द्रिश्यको त्रिकोणमा मैले धनकुतालाई पाए, तर अर्को फुर्ति थियो झमकको घरमा ।

मोफसल भन्ने शब्दको धेरै उल्लेख गर्ने ति युवा साहित्यकार झमक घिमिरेको लेखाईले बताईरहेको थियो -यहाको राजधानीसम्मको दुरी एक दिन वा एक रात मात्र होइन , कैयौ दशक पछि छ भन्ने कुरा ।

अनि पहिलो तस्बिरमा देखिएको ब्यस्तता थियो , धनकुटाबाट १२ कि मी माथि अलिक उचाईमा रहेको हिले बजारको । अब यसले धानिरहेको छ , पहाडको हाटको काम, त्यो पनि मोबाईल सँगै, सडकमा गाडी सँगै अनि मस्तिले हिमाल हेर्दै ।

नेपाली इन्जिनियरको सपना :प्याराग्लाईडिङ् !

आकाश छुने सपना लिएर नेपाली बिधार्थीहरु अब एक हप्ताभित्र नेपाली आकाश चुम्ने सपनामा ब्यस्त छन् । अन्तराष्ट्रिय रोबोट प्रतियोगितामा नेपालको तर्फबाट सन् २००२ मा कोरीयामा सहभागी भएका बिकास पराजुली सहितको एक दर्जन इन्जिनियरिङ्का सिकारु बिध्यार्थी अहिले पुल्चोक क्याम्पसमा प्याराग्लाईडिङ्को निर्माणमा दत्तचित्तले लागिरहेका छन् ।
कुल दश लाखको बजेटमा बन्ने यसको लागि उनिहरुसँग आर्थिक सहयोग गर्ने कोहि पनि नहुदा नहुदै पनि आट र हिम्मत भने उनिहरुमा छ ।

बेला बेलामा नेपालीले बनाउदै छन् भन्ने हल्ला पिटने गरेपनि गरेपनि यसपटक भने ६००० फिटमा उडन सक्ने क्षमताको स्वदेशी पहिचानको साथ यसले आफ्नो उडान भर्ने छ नै ।
मान्छेले भन्लान् कि -यो नक्कल गरेको, पोखराको आकासमा अहिले भरिएको ग्लाईडरको कोपी हो, तर तिनलाई दिने जवाफ मेरो यति मात्र छ कि -' कमसेकम यो आट गर्न तपाईले किन गर्न सक्नु भएन्, किन पहिलो पटक केहि गर्न खोज्ने मान्छेलाई तपाईले एम्बुसमा पार्न खोज्नु हुदैछ । ' अनि किन तपाईले भर्खरै नाष्टले बितरित बिज्ञान क्षेत्रका उत्क्रिष्ठ पुरस्कार पाउने ब्यक्तिहरुको फेरि एकपटक योगदान के, कति कारणले सम्झनु भयो नि ?

झमकसँग झम्काभेट

दशैअघिको एकदिन भेटिएकी युवा तारा झमक घिमिरे साच्चै नै ओझेलमै रहिछिन । धनकुटा शहरको एक कुनामा बसेर चेतनाको झिल्का नेपालमा फैलाईरहेकि यिनले देखाइदिएन कि- देब्रे खुट्टामा पनि मानविय भावना पोख्न सक्ने क्षमता मात्र छैन, सिङ्गो समाजभित्रको कुरिति बिरुद्द लडने ताकत छ ।

मान्छे अपाङ्ग भएर उसको प्रतिभालाई दया हैन, आत्मसम्मानसाथ बाच्न दिने हो भने सयौ झमकहरु हाम्रै घर आगनबाट चम्कने छन।

देशको सर्वाधिक बिक्री हुने, साथै जनजनको ढुकढुकी पहिल्याउन सफल राष्ट्रिय दैनिक कान्तिपुरको शुक्रबारको प्रकाशन अवरुद्ध भएको खबर पाउँदा गला अवरुद्ध भयो । दुर्गम जिल्ला रसुवामा पहिराको नेटो काट्दै आउने बसमा पनि बेलुकीपख कान्तिपुर आएन । त्यो दिनको बिहानी त्यत्तिकै सूचनाविहीन साँझमा अस्ताएजस्तो भयो ।
१५ वर्षदेखि नियमित प्रकाशन भइरहेको कान्तिपुरको इतिहासमा माओवादी सम्बद्ध ट्रेड युनियन
एकाएक कसरी आयो ? प्रकाशन बन्द हुँदा लाखौंलाख जनताको सूचनाले भरिपूर्ण बिहानी खोसिएको महसुस भइरहेछ । के आफ्नो हक र अधिकारको नाममा लाखांै निर्दोष जनताको सामान्य सूचना पाउन संविधानले प्रत्याभूत गरेको मर्ममाथि बज्र प्रहार गर्न पाइन्छ ? कस्तो खालको समाज र राष्ट्रको हामी परिकल्पना गरिरहेका छौं ?

पश्चिमसेतीमा राष्ट्रवाद र अब डिजेल बिजुली -३ र १० भदौ) का लेखमा विद्युत्बारे धेरै चर्चा गरिएको छ । स्तम्भकार विकास थापाले भदौ ३ मा लेखेका छन्- 'पश्चिम सेतीमा हाम्रा बुद्धिजीवीले अहिले उठाएको मुद्दा हो देश डुबाएर भारतलाई बिजुली निर्यात गर्ने, अनि त्यो पानीले भारतीय भूभाग सिञ्चित हुने ।'
उनीहरू पश्चिम सेतीको बिजुली भारत निकास हुँदा त्यसबाट राज्यले प्राप्त गर्ने आर्थिक लाभ र विस्थापितलाई पुनस्र्थापनका लागि अघि सारिएका योजनाको चर्चा गर्दैनन् । अनि तर्क दिन्छन्, जलाशयमा जमेको पानी भारतमा सिंचाइका लागि निकास हुन्छ, जबकि नेपाली भूभागमा बाँध बनेर विद्युत्गृहबाट निक्लेको पानी नेपालकै नदीमा मिसिन्छ भन्ने सामान्य प्राविधिक पक्षलाई समेत तोडमतोड गरी उत्तर प्रदेशको घाँघरा नदीमा बनेको गिर्जापुर ब्यारेजबाट सित्तैमा उपयोग गर्छ भन्छन् । यसरी किन झूट बोलिन्छ ?
तर ०५४ साउन १० को सम्पादकीयमा लेखिएको छ- पश्चिम सेती जुन स्वरूपमा निर्माण हुनेछ त्यसअनुसार हिउँदमा ९० क्यूसेक पानीको नियन्त्रित बहाव सेतीबाट कणर्ाली हुँदै भारतको गिर्जापुर बराजमा पुग्छ । जसबाट भारतको थप डेढ लाख हेक्टर भूमिमा अतिरिक्त सिंचाइ सुविधा हुन्छ । तर सरकारले गरेको पश्चिम सेती सम्झौतामा भारतले प्राप्त गर्ने यो सुविधाको कुनै मूल्याङ्कन गरिएको छैन । यसरी राष्ट्रियहितको पूर्णरूपमा बेवास्ता गरेकोमा सरकारको नियतमाथि स्वतः प्रश्न उठ्न पुग्छ । राष्ट्रिय फाइदाका विषयमा गम्भीर नहुने सरकारमाथि कसरी विश्वास गर्ने ?
नेपालमुखी, जनमुखी विकासे नीति र योजनालाई प्राथमिकता दिनुको सट्टा नेपालको जलस्रोतको विकास राष्ट्रहितमा हुनुपर्छ भन्नेलाई खोक्रो राष्ट्रवाद, विकास विरोधी, जलमाफिया, पेट्रोमाफिया तथा थर्मलप्लान्टका एजेन्टका नाममा हिलो छ्याप्नु हुँदैन ।
पश्चिम सेतीलगायत देशमा उत्पादन हुने बिजुली भारत नबेची देशभित्रै खपत गरी खाडी राष्ट्रबाट आयातीत तेलको विकल्पका रूपमा प्रयोग गरिनुपर्छ । विकासे आयोजनाका नाममा खालि विदेशीमात्र पोस्ने काम नगरौँ । कुनै पनि आयोजनासम्बन्धी गलत एवं नीतिगत/प्रक्रियागत त्रुटि कमजोरीप्रति असहमति जनाउने र राष्ट्रहितमा विकासे आयोजना बन्नुपर्छ भन्नेसँग एकतर्फी प्रदूषित विचार होइन स्वच्छ संवादका लागि नैतिक साहस प्रदर्शन गरौँ ।

माओवादीद्वारा ठूला जलविद्युत आयोजनाको विरोध

जलस्रोत मन्त्रालयले अगाडि बढाउन खोजेको ठूला जलविद्युत आयोजनाहरुको गठवन्धन सरकारकै एउटा प्रमुख घटक नेकपा माओवादीका सांसद तथा नेताहरूले तीव्र विरोध गरेका छन्।
संक्रमणकालमा ठूल्ठूला आयोजनाहरूबारे निर्णय लिन नहुने माओवादी अडानका कारण भारतीय लगायतका विदेशी कम्पनीहरुलाई निर्माण गर्न दिने भनिएका ती आयोजनाहरूको भविष्यबारे अनिश्चितता छाएको छ।
यद्यपि सत्तारूढ अन्य प्रमुख घटकहरू केही हदसम्म विवादास्पद बनेका ती जलविद्युत आयोजनाहरू सरकारले अगाडि बढाउनु पर्ने पक्षमा देखिएका छन्।
विकासे राजनीति
संविधानसभाको चुनावजस्तो मूलधारको राजनीतिक एजेन्डाका कारण होला ठूला जलविद्युत आयोजनाहरु पनि समेट्ने विकासे राजनीतिबारे माओवादी तथा अन्य प्रमुख सत्तारुढ घटकहरुबीचको मतभेद बाहिरआईसकेको छैन।
तर अन्तरिम संसदको प्राकृतिक स्रोतसाधन समितिभित्र भने त्यही विकासे राजनीतिले नै ती दुईपक्षलाई एक अर्काको विरुद्ध उभ्याईदिएको कुराको पुष्टि माओवादी सांसद लोकेन्द्र विष्टले गरे।
माओवादी सांसद विष्ट पनि सहभागी हुने गरेका प्राकृतिक स्रोत साधन समितिको बैठकमा आजभोलि सरकारले विदेशी कम्पनीहरु मार्फत अगाडि बढाउन खोनिएको चारवटा ठूल्ठूला जलविद्युत आयोजनाहरु पश्चिम सेती, माथिल्लो कर्णाली, अरुण तेस्रो र बुढी गण्डकीबारे गर्मागर्मी बहस हुने गरेको छ।
यी चारै आयोजनाहरूले उत्पादन गर्ने विजुली २,००० मेगावाट भन्दा बढी हुनेछ।
त्यो संख्या हाल देशका सबै विद्युत उत्पादन केन्द्रहरूको जडित क्षमताको तीन गुणाभन्दा पनि बढी हुनेछ।
ती मध्ये जलाशययुक्त पश्चिम सेतीको निर्माणकालागि एउटा अष्ट्रेलियन कम्पनीलाई अनुमति दिने भनी क्याबिनेटले निर्णय गरिसकेको छ।
तर त्यसबाट नेपालले पहिले भनिए झैं सित्तैमा केही विद्युत नपाउने हो भने सो आयोजनाबाट नेपालीलाई कुनै फाइदा नहुने कुरा संसदको प्राकृतिक स्रोतसाधन समितिमा उठेको थियो।
अन्य तीन आयोजनाहरू, माथिल्लो कर्णाली, अरूण तेस्रो र बुढी गण्डकीकालागि विदेशी कम्पनीहरूको छनौट प्रक्रिया पनि उक्त संसदीय समितिमा विवादस्पद बन्न पुगेको छ।
'गलत समय'
त्यस्ता विवाद र छलफल जारी नै रहँदा माओवादी सांसदहरुले यो ठूला आयोजनाहरु अगाडि बढाउने बेला नभएको भनी आवाज उठाइरहेका छन्।
समितिको बैठकमा भाग लिएका माओवादी सांसद दिनानाथ शर्माले भने, "यो सरकार संविधानसभा सम्पन्न गर्नको लागि हो।
"त्यसकारणले मेगा प्रोजेक्टहरु र ठूला प्रोजेक्टहरुको अहिले निर्माण नगरोस् र यस्तो किसिमको निर्णय भएर नआओस् भन्ने हाम्रो भनाई हो ।''
माओवादी संसदीय दलको मुख्य सचेतकको हैसियतले शर्माले संसदीय प्राकृतिक स्रोतसाधन समितिको जुन बैठकमा भाग लिएका थिए, त्यही बैठकमा भागलिएका सत्तारुढ अर्को प्रमुख घटक नेपाली कांग्रेसका प्रमुख सचेतक आनन्द ढुंगानाले भने सरकारले अगाडि बढाउन खोजेको ठूला जलविद्युत आयोजनाहरुलाई रोक्न नहुने बताएका थिए।
उनले भने, "जो सहमति भएको छ त्यसको कार्यान्वयन होस, पारदर्शिता अपनाइयोस, जसले गर्दाखेरि पार्टीहरूभित्र राष्ट्रिय सहमति बनोस् र भोलि देश प्रगतिको बाटोमा जाओस् भनी हामीले भनेका हौं।
"क्याविनेटले गरेको कुरामा तपाईहरुले यो निर्णय गर्नै पाउनु हुन्न भन्ने हाम्रो भनाइ होईन। "
गैह्र माओवादी सां‌सदहरुले त्यस्तो भनाइ र माओवादी सांसदहरुको ठीक उल्टो भनाइ नै अहिलेको मूल मुद्दा भएको जानकारी प्राकृतिक स्रोत साधन समितिका एकजना सदस्य तथा नेकपा एमालेका सांसद प्रकाश ज्वालाले दिए।
विरोधको कारण
माओवादी सांसद विष्टले भने "भारतलाई सस्तोमा बिजुली बेची उताबाट चाँहि महंगोमा खरीद गर्ने र नेपालका गाँउहरु अन्धकार हुने। नेपालका नदीनाला सबै भारततिर जाने, नेपालमा न त सिंचाइ हुने न पिउने पानी न विजुली हुने यस्तो अवस्था छ।"
तर नेपाललाई फाईदै फाईदा हुने अवस्था रहेको बताउँदै जलस्रोत राज्यमन्त्री ज्ञानेन्द्र वहादुर कार्कीले भने, "जुन दिनदेखि काम प्रारम्भ हुन्छ त्यस दिन देखि धेरै नेपालीहरुले रोजगारी पाउन सक्छन्। जुन दिन आयोजना सम्पन्न भैसक्छ त्यसपछि सरकारले रोयल्टी पाउनेछ।
"त्यसपछि गएर ३० वर्षपछि एक अरब २० करोड डलरको यो आयोजना नेपालको आफ्नै हुन्छ।"
तर ती सबै अहिलेको प्राथमिकता नभएको तर्क गर्दै माओवादी नेता शर्माले भने, "अहिलेको सन्दर्भमा यस प्रकारको चिजहरुले कतै संविधानसभाको निर्वाचनमा प्रभाव नपारोस्, त्यसप्रकारको पश्नहरु नउठोस् र अन्यथा नहोस् भन्ने मात्रै हो।
"यी योजनाहरुलाई अगाडी बढाउने पनि एउटा सन्दर्भ हुन्छ, एउटा निर्णय हुन्छ, एउटा सहमति हुन्छ।"
त्यस्तो सहमती हुन नसक्नुको प्रमुख कारण माओवादी सांसद शर्माको भनाइमा खोज्ने हो भने संविधानसभाको चुनाव नै मुख्य रुपमा देखापर्छ।
यदि त्यसो हो भने मूलधारको राजनीतिलाई विकासे राजनीतिले पनि डोर्‍याउन सक्ने यो अर्को ज्वलन्त उदाहरण हुनसक्छ।

प्राधिकरणले फेरि डलरमा बिजुली किन्ने

काठमाडौं, भदौ ९ - खिम्ती र भोटेकोसीका कारण घाटा खाएको विद्युुत् प्राधिकरणले पुुनः अमेरिकी डलरमा बिजुुली किन्ने भएको छ ।

प्राधिकरण सञ्चालक समितिको आइतबार बसेको बैठकले ५० मेगावाटको माथिल्लो मस्र्याङ्दी जलविद्युुत् आयोजनाकोे सगरमाथा पावर कम्पनीसँग डलरमा बिजुुली किन्ने सम्झौता गर्ने निर्णय गरेको हो ।

स्राेतअनुुसार, चिनियाँ ९० प्रतिशत र बाँकी नेपाली साझेदारको लगानी भएको माथिल्लो मस्र्याङ्दीको बिजुुली प्रतियुुनिट ५ दशमव ६ अमेरिकी सेन्ट -हालको मूल्यमा ३ रुपैयाँ ६० पैसा) का लागि कम्पनीसँग भएको समझदारी पत्र -एमओयू) सञ्चालक समितिले अनुुमोदन गरेको हो ।

१० देखि १५ वर्षसम्म ७० प्रतिशत रकम अमेरिकी डलरमा र बाँकी रकम नेपाली रुपैयाँमा भुुक्तानी हुुने गरी सम्झौता गर्न सञ्चालक समितिले प्राधिकरणलाई अनुुमति दिएको स्राेतले बतायो । तीस वर्षसम्म हुुने सम्झौताका लागि १५ वर्षपछि सक्दो नेपाली रुपैयाँमा भुुक्तानी हुुने गरी पीपीए गर्न मार्ग प्रशस्त गरेको हो ।

सम्झौता अवधिमा पहिलो १५ वर्षसम्म वाषिर्क ३ प्रतिशतका दरले मूल्यवृद्धि हुुने प्रावधान छ । प्राधिकरणले डलरमा लगानी भएकाले डलरमै पीपीए गर्नुुपरेको तर्क दिएको छ । 'यसो नगरे जलविद्युुत्मा वैदेशिक लगानी आउँदैन,' प्राधिकरणका एक अधिकारीले कान्तिपुुरसँग भने ।
माथिल्लो मस्र्याङ्दीमा चीनको सिनो हाइड्रो र प्राधिकरणका पूर्वकार्यकारी निर्देशक हर्षमान श्रेष्ठ तथा मनकामना केवल कारका सञ्चालक लक्ष्मणबाबुु श्रेष्ठको लगानी छ । आइतबारको बैठकले प्राधिकरणलाई उक्त कम्पनीसँग थप वार्ता गरी विदेशी विनिमय जोखिम सक्दो कम गर्न निर्देशन दिएको पनि स्राेतले बतायो ।

प्राधिकरण र उक्त कम्पनीबीच यसअघि भएको एमओयूलाई अनुुमोदन गर्न सञ्चालक समितिको बैठक बसेको हो । उक्त एमओयूअनुुसार डलरमा बिजुुली किन्ने निर्णयले थप आर्थिक संकटमा पार्ने कारण देखाउँदै प्राधिकरणमा विवाद चलेपछि सञ्चालक समिति सदस्यद्वय लेखमान सिंह भण्डारी र गुुरुप्रसाद न्यौपाने सदस्य रहेको उपसमिति गठन भएको थियो ।

उपसमितिले विभिन्न आधारमा 'डलरमा बिजुुली किने हुुन्छ' भन्ने प्रतिवेदन सञ्चालक समितिसमक्ष दिएपछि निर्णय भएको स्राेतले बतायो । उपसमितिले माथिल्लो मस्र्याङ्दीमा स्थानीय लगानीलाई बढावा दिने र त्यसअनुुसार पीपीए गर्न सुुझाव दिएको छ । 'स्थानीय लगानी -नेपाली रुपैयाँ) बढ्यो भने त्यसअनुुसार नै पीपीए गर्न सिफारिस छ,' स्राेतले भन्यो ।

प्राधिकरणले यसअघि अमेरिकी डलरमा बिजुुली खरिद सम्झौता नगर्ने बताउँदै आएको थियो । खिम्ती र भोटेकोसीका कारण प्राधिकरण घाटामा गएको निक्र्याैल निकाल्दै प्राधिकरणले यस्तो धारणा सार्वजनिक गरेको हो । यसका साथै उसले स्वदेशी अथवा विदेशी निजी क्ष्ाेत्रसँग पीपीए गर्नै परे पनि ५ अमेरिकी सेन्टभन्दा बढीमा नगर्ने बताउँदै आएको थियो ।
प्राधिकरणको कुुल आयको ४३ प्रतिशत निजी क्ष्ाेत्रका विद्युुत् उत्पादकलाई भुुक्तानी गर्नुुपर्छ । उसको क्ुुल आय करिब १५ अर्ब रुपैयाँ छ । खिम्ती र भोटेकोसीका कारण प्राधिकरणको वाषिर्क घाटा एक अर्ब रुपैयाँभन्दा बढी छ ।

प्राधिकरणले हाल १५० मेगावाट बिजुुली निजी क्ष्ाेत्रसँग खरिद गर्दै आएको छ ।
खिम्ती र भोटेकोसीजस्तै 'उपयोग गर वा तिर' -टेक अर पे) मा सम्झौता हुने भएकाले आपmनो खेर फालेर अरूको किन्नुपर्ने स्थिति माथिल्लो मस्र्याङ्दीमा पनि हुने प्राधिकरणका प्राविधिकहरू बताउँछन् । प्रस्तावित आयोजनास्थलदेखि हालको तल्लो मस्र्याङ्दी -६९ मेगावाट) सम्म पूर्ण क्षमताको प्रसारण लाइन नभएकाले यस्तो अवस्था आएको हो ।

Massive hike in hydro license fee this week

KATHMANDU, Aug 26 - The cabinet will effect massive increments in survey license fees as well as annual survey license renewal fees for hydropower projects by amending the fee appendix of the Electricity Regulation 1993 this week, according to sources at Ministry of Water Resources.

The survey license fee is being increased from the existing range of Rs 125 to Rs 750, to the range of Rs 50,000 to Rs 2 million, according to ministry sources.

The amendment, expected in a couple of days, will slap a survey license fee of Rs 50,000 for projects ranging from 1 megawatt (MW) to 5 MW, Rs 10,000 per MW for projects ranging from 5 MW to 100 MW, Rs 1 million for projects ranging from 100 MW to 500 MW and Rs 2 million for projects above 500 MW in size.

An equal amount of renewal fee will have to be paid by the licensee every year during renewal of the survey license. If work progress is achieved according to the work schedule committed to at the time of acquiring the license, there can be a maximum of four renewals. There is no provision of renewal after five years as the ministry officials consider this more than enough time to complete a project survey.

The government is making such provisions to ensure that survey license holders achieve work progress according to their commitment.

As of June 15 this year, the government had issued 141 project survey licenses to prospective developers for projects ranging from 1 megawatt (MW) to 400 MWs, according to figures provided by the Department of Electricity Development.

Combined, these projects have a total capacity to generate over 4,000 MWs of electricity.
However, actual survey progress has been seen in very few of these projects.
The existing lax licensing provisions were made at a time when there was little private sector interest in developing hydropower projects in the country.

Today, the interest is immense, to the extent that prospective developers are ready even to bid for projects, as has been the case for the 402 MW Arun III and 300 MW Upper Karnali.
Under the new provisions, the one time generation license fee for projects of the size 1 MW to 5 MW will be Rs 100,000.

Similarly, the fee for projects of size 5 MW to 100 MW will be Rs 500,000, fee for projects of size 100 MW to 500 MW will be Rs 1 million, fee for projects of size 500 MW to 1000 MW will be Rs 2.5 million, while fee for projects above 1,000 MW in size will be Rs 5 million. The previous fee ranged from Rs 3000 to less than a hundred thousand rupees.

Generation license is issued for a one-time period of 35 years for projects planned to sell power in the country, and 30 years for projects planned for export.

आज भियतनाममा सम्पन्न अन्तराष्ट्रिय रोबोट प्रतियोगिताको प्रारम्भिक चरणको लीग खेलमा नेपाली रोबोट 'बराह'ले भारतको आई आई टी, नया दिल्लीलाई ५-३ को अन्तरले हराएको छ । समुहबाट नेपाल र भारतलाई पराजित गर्दै ईजिप्ट नकआउट चरणमा प्रवेश गरेको थियो ।

यस बर्षको रोबोकन् को उपाधी भने चिनले जितेको खबर प्राप्त भएको छ । आगामी बर्ष भारतले आयोजना गर्ने कुरा भएपनि पुष्टि हुनसकेको छैन ।

नेपाली रोबोट 'बराह्'ले आज भियतनामको हनोईमा १८ देशका १९ टिमसँग दर्‍हो प्रतिष्पर्धा गर्ने रोबोटिक्स क्लबले जनाएको छ ।जापान, चिन, कोरीया जस्ता बिकसित् देशको रोबोटसँग नेपालले कडा चुनौतिको सामना गर्नुपर्ने यो खेलमा समुह छनौटको बिवरण भने प्राप्त भएको छैन ।

BARAHA IN ABU ROBOCON 2007, VIETNAM

There are three automatic machines, the basic features of each of these robots are briefly explained below.

First Automatic Machine (Largest automatic):
Sensors used:
LDR sensors: These are Light Dependent Resistors which changes its resistance as the intensity of light incident on it is varied. We have used LDR’s for tracking the white guide lines of the gamefield as these sensors give different response for white lines from the remaining part of the game field. Since these sensors are completely dependent of light intensity, it should be properly shielded from ambient light.
ii) IR sensor: The infra red sensor is used to detect the object. The machine gets to know from what height to release the pearl on island with the help of this sensor which sends signal to the controller when object is detected in front of it.
Limit Switches: Simple limit switches are used to know the physical positional limit of different parts. For example the slider has the lower and upper limit and motor must be stopped when slider reaches this limit. The limit switches cuts the electric signal when it is pressed physically.
Motor Driver:
The motors are driven with the H-bridge made up of n-channel mosfet. We designed the H-bridge circuit but it took much time to refine it and make it reliable with lots of protection added to the simple H-bridge circuit. It was a great to see the stepwise improvement of the circuit as we experimented and analyzed it for almost a week. We were exhilarated when it finally worked very well.
Mechanical features:
The machine consists of a slider that allows the vertical movement of the grip so that the machine can pick the pearl from the floor and then put it on the island. The sliding mechanism uses rack and pinion arrangement. The grip uses pulley to grip and release the pearl. Similarly, there is stack rod on the machine that is used to stack the picked pearl. Stack can rotate in horizontal plane with a range of about 120 degree.

SECOND AUTOMATIC MACHINE(medium sized robot):
Sensors used:
As the first robot it uses ldr to track the lines.
Optical encoder: The optical encoders are attached to the small disc and the disc will rotate as the machine moves. The optical encoder gives pulses at the rate proportional to the speed of the machine. In this way feedback is taken from the encoder and is used to determine the position of the robot, The same feedback approach is taken along with our control algorithm to make robot move in a straight path when required.
IR sensors and limit switches: Same use as that in first automatic machine.
Motor Driver:
As with previous machine, our custom made H-bridge driver is used. Since the feedback system is used for speed control the bridge circuit is enhanced with PWM (Pulse Width Modulation) input, so the speed of motor is proportional to the duty cycle of pwm input.
Mechanical feature:
It is pretty similar to the first automatic machine. The stack rod is not present in this machine. Apart from that all other mechanism are same.

THIRD AUTOMATIC MACHINE(small sized robot)
This is a very simple machine with very limited task of defense. We had thought of enhancing its feature to use it in offence to. However the time limitation prevented us from modifying it. .

MANUAL MACHINE:
The manual machine consists of simple electronics. It simply consists of driver circuit with relays and limit switches. It has relatively complex mechanisms compared to automatic machines.
The sliding mechanism is similar as that of automatic machines. Further it contains slider that can slide horizontally. The gripping mechanism is bit different from that of automatic machines to allow greater tolerance in gripping the pearl. It has two grips that are controlled individually. We had suspension system to absorb the shock. However the inherent complexity of this system in controlling the machine and very limited time to modify it compelled us to remove the system.

Presently, 3 students and an instructor who is a Robocon expert are working on the Robocon project at Tribhuvan University. We are almost done with the first automatic robot and the second automatic robot is almost finished as well. The third robot is on the designing process and it takes some more time to complete. The design of manual robot has been completed is being fabricated right this moment.

ABU Robocon is one of the most prestigious competitions for us. It is a matter of great pride to represent our country in an international event in which such a large number of students from the Asia-Pacific participate. This is my first experience in designing and building robots but it gives me a great pleasure when problems are solved after days of hard work. Robocon has taught me 'try and try, never say die' attitude. In four years of studies at university, we students in the engineering field barely get the chance to put our knowledge to use. ABU Robocon provides us with a wonderful opportunity to a hands-on experience.

Robocon is a platform where we can share knowledge and information with students from around the world. We are looking forward to the ABU Robocon 2007 in Hanoi and are working really hard to bring out the best from us.

S B Pun's article ? 750 MW West Seti and Far Western region?has rightly proved that the West Seti Hydropower project is not in favor of the nation. The project will incur a loss of Rs 122.3 crores per year to Nepal.

According to the latest (Oct 29, 2006) agreement, Nepal will receive free of charge per annum the amount equivalent to 10 percent of the gross annual revenue received from sale of power and energy generated from the power station and whole electricity will be exported to India. The provisions of these agreements have compromised Nepal's rights to its own resources.
As per the present provisions of the agreement, SMEC and India will get maximum benefit from the project. India will get irrigation and flood control facilities free of cost while WSHL, which is not a Nepali company, will get the entire profit of the project.

On the other hand, the social, environmental and their attendant financial costs will have to be borne by Nepal. More than 15,000 people will be displaced from their homes to ensure power to India. ?

The agreement has been signed without the approval of the parliament. Since this project pertains to the use of the natural resources of Nepal, the agreement should be approved by a two-thirds majority of the joint session of the parliament according to Article 156 of the Interim Constitution of Nepal.

The Far Western Stakeholders' Forum organized an interaction in August 2007 on 750 Mw West Seti hydroelectric storage project and its developmental impact on that region. Two papers on technical and environmental aspects were presented that also touched some commercial issues. Interestingly, a high number of ministers and parliamentarians from that region were present.

However, due to their “prior engagements”, most of them asked to have their “say” earlier. The majority of them extolled the virtues of West Seti to developing the backward far western region. Apparently, they have forgotten Pashupati Shumsher Rana's famous “the sun rising from the west” phenomenon during the ratification of Mahakali Treaty.

Warning that no negative criticisms, Article 156 of Interim Constitution on natural resources or the 90 cumecs augmented flow, would be welcomed, most of them exited from the forum after their say. This prompted the participants from the floor to quip “we are not here to hear their say, we are here so that they may hear what we say”. A genuinely infuriated participant, whose house and lands were to be submerged by West Seti project, showed a letter from the Ministry of Population and Environment that asked him to pay Rs 50,000 for the environmental impact assessment report that he had asked for.

The export-designated 750 Mw West Seti saga started in 1994 when the Australian Snow Mountain Electric Corporation (SMEC) signed a memorandum of understanding with Nepal agreeing to provide 10 percent energy free on top of the prevailing 2 percent royalties.
Informally, SMEC revealed that they were aiming for US Cents 7.50 per unit from India. This peaking power price appeared reasonable as the just concluded 60 Mw run-of-river Khimti power purchase agreement (PPA) had US Cents 5.20 per unit. Thirteen years later in 2007, India “wore” down SMEC to a PPA for US Cents 4.95 per unit for peaking power. As royalty is tied to PPA price, low power price unfortunately means low royalty for Nepal. Besides, Nepal has chipped in US $ 45 million (ADB loan at the medium high LIBOR interest rate) as 15 percent equity stake “to ensure the project moves forward” and the government trumpets that SMEC bowed to its pressure to provide free energy and not cash as agreed earlier.

Apparently, Nepal has done no homework at all in the last thirteen years. The price of oil in 1994 was about US$ 7 per barrel, now it hovers around US$ 70. With the huge energy thirst of China and India, energy experts predict that by 2009 the price of a barrel of oil would shoot to US$ 100.

The run-of-river Khimti's price has now shot up to US Cents 8.40 per unit. No mention is made where SMEC would provide the 10 percent free energy. Is this at the power house site, Kohalpur or Butwal? Providing cash to Nepal was a clever way to wriggle out of constructing costly transmission line in difficult hilly terrain.

Besides, the government made no attempt to review the accruing royalties. The 2058 hydropower policy states that all export oriented storage projects would pay an annual capacity charge of Rs 500 per Kw and an energy royalty of 10 percent for the first 15 years then Rs 2,000 per Kw and 15 percent energy royalty afterwards.

For no reason, the government is content in 2064 with the 2049 policy of Rs 100 per Kw and 2 percent as royalty up to 15 years then Rs 1,000 per Kw and 10 percent as royalty after that.
Based on SMEC's projection that West Seti would generate 3,600 million units annually and based on the 2049 and 2058 policies a tentative per annum revenue and loss to Nepal is given below:

Thus by toeing the old 2049 policy and not the new 2058 policy, Nepal is set to lose over Rs 122 crores per annum. As 50 percnt of the accrued royalty is retained in the region, the Far Western region has much to lose. One can argue that implementation of 2058 policy may jeopardize the project's financial viability. But peaking power at US Cents 4.95 per unit is undoubtedly dirt cheap, besides availing augmented water through default.

Informally, an official justified that the government was merely following the Electricity Act 2049 and that hydropower policy 2058 is yet to be enacted. But when the government goes ahead and amends SMEC's Project Agreement for the eighth time, why was not this better 2058 policy insisted on? Or for that matter, when the government chipped in US$ 45 million why wasn't the application of 2058 policy made a pre-condition? This is something that all Nepalis in particular the Far Western Stakeholders, should ask the government. Better royalty meant Nepalis, whose houses and lands get submerged for perpetuity, will have a better chance of getting “at par or better” living standards wherever they are shifted to!

DOLAKHA, Aug 18 - The 60 MW Khimti Hydropower project could shut down any time due to a strike staged by the Maoist aligned workers, the plant management warned Saturday.
The country will immediately face at least five hours of extra load-shedding a day if the plant closes down. The approximately USD 140 million plant meets 35 percent of energy need of the capital.

The “run of the river" plant with an annual production of 350 million kilowatt-hours (units) of electrical energy has increased Nepal's installed capacity by approximately 25%.

Commercial Operation of the first private sector power project in Nepal based on a Build-Own-Operate-Transfer (BOOT) structure had begun in July 2000.

Himal Power Limited was established in 1993 when Butwal Power Company (BPC) together with the Norwegian companies Statkraft SF, Alstom Power and GE Energy registered the company under Nepal's Company Act 2021 BS.

Few weeks ago, Federation of Nepalese Journalists ( FNJ) along with the editor of Naya Patrika condemned about misbehaved reporter KP Dhungana and showed there resentment on the news disseminated on 2nd July.

3 July, 2007Kathmandu, NepalKrishna Dhungana, correspondent of 'Naya Patrika' daily was ill-treated by the accused Surendra Man Pradhan on Governor Corruption case and the staffers of Rastra Bank on 2 July at special court, Lalitpur district.

The same editor afterall sacked the reporter few weeks later.

A clean-cut vision of a future freed from the rat's nest of cables needed to power today's electronic gadgets has come one step closer to reality.
US researchers have successfully tested an experimental system to deliver power to devices without the need for wires.
The setup, reported in the journal Science, made a 60W light bulb glow from a distance of 2m (7ft).
WiTricity, as it is called, exploits simple physics and could be adapted to charge other devices such as laptops.
"There is nothing in this that would have prevented them inventing this 10 or even 20 years ago," commented Professor Sir John Pendry of Imperial College London who has seen the experiments.
"But I think there is an issue of time. In the last few years we have seen an exponential growth of mobile devices that need power. The power cable is the last wire to be cut in a wireless connection." (...more)

For much of my young life I was the anti-journalist. I struggled with spelling and punctuation. My knowledge of grammar was limited to tidbits of “Conjunction Junction” and “Lolly Lolly Lolly Get Your Adverbs Here,” basically what I could remember of School House Rock from sixth grade. I also couldn’t have called to order a pizza without an anxiety attack, let alone call a stranger and ask questions he or she would prefer not to answer.
The truth is, I’ve come a long way in a short time.

Journalism as a career didn’t cross my mind until the 11th grade, when my government teacher, after reading my essay about the state of the American education system, told me he thought I’d “make one hell of a journalist.” I shrugged it off at the time. But then, as I began to seriously consider my college and career options, it came back to me.

As a student my strengths had always been science and math. I was extremely interested in technology, especially the Web, but the idea of spending all day tethered to a computer held little appeal for me. I wanted to help people in a more direct way, and journalism was about the people.

At first I told no one. I accepted the science awards, aced AP calculus and quietly sent off my college applications with journalism circled as my major. My parents had always told me they’d support me in anything.

But when I told them I wanted to be a reporter, my father stormed off and told me to talk to my uncle, a journalism graduate currently employed as a waiter. My mother gave a wan smile and basically said she wanted me to be happy. A writer hadn’t been the plan for their smartest kid, the one who should have gone on to medical or law school.

Although I’m positive I would have made an amazing scientist or computer programmer, I don’t regret the decision I made to choose journalism. At the time, I fully expected to fail in the program, to change my major a few times and to succumb to the inevitable and go into science. But I didn’t. Instead, I found something I was intensely passionate about. I also learned that I could have the best of both worlds. I could cover topics such as technology or incorporate my Web background into the campus magazines as the Webmaster.

My inquisitive nature, which made me so good at science, and my unwillingness to give up on a problem, which helped me shine in math, have both worked in my favor as a journalist. I still love a good problem, and I still see things every day and wonder why. But now, I have the tools and courage to find out why and to help others solve their problems, too.

कार्यक्रममा कोरियाका प्रोफेसर् जेम्सले केपिएल् ट्राङ्गलको अवधारणा प्रस्तुत् गरेका थिए । जसमा काठमान्डु, पोखरा र लुम्बिनिको बिचको ठाउ चितवनलाई हब सिटीको रुपमा बिकास गर्नुपर्ने छ । तिनै सहरलाई पर्यटकको केन्द्रबिन्दु बनाउदै चितवनमा अन्तराष्ट्रिय बिमानस्थल निर्माण गर्नुपर्ने उनको सुझाव थियो ।

कार्यक्रम सकिएपछि बिरेन्द्र अन्तराष्ट्रिय सम्मेलन केन्द्र परिसरमा भएको सास्कृतिक् सभा र खानपानमा माओबादी मन्त्रीकै उपस्थितिमा रक्सी, वाइन् र बियरको बिक्री बितरण आयोजकबाट गरिएको थियो ।

The March 31, 2007 front pages of The Toledo Blade and The Cleveland Plain Dealer featured similar photos of the Bluffton University baseball team. In the Blade's photo, the legs behind the number 19 banner were erased.

Blade photographer Allan Detrich says he sent the altered file to his editors by mistake. The legs are visible in The Plain Dealer's photo, which was not altered.

(The colors of the two photos don't match because the newspapers use different methods of publishing their front pages online.)

Pune March 1 For the IT lovers of Pune and especially those who have a leaning towards robotics, MIT and Doordarshan will host the Robocon India 2007 at MIT, Pune, on March 2 and 3.
The theme for Robocon 2007 is Ha Long Bay Discovery.
Announcing this here, Dr Sunil Karad, Executive Director, MIT Group of Institutes, said the rules of Robocon 2007 are built based on the legend of the Ha Long Bay Discovery. A team of robots (symbolizing dragons) will carry the blocks having the shape of cylinder (symbolising pearls) to build various kinds of islands symbolising `Ha Long'; and `Bai T u Long' .The first team to complete the building of `Victory islands' (in the shape of letter V in the centre of the Game Field) will be the winner.
Duration of the game is three minutes. The event will be covered live on Doordarshan, DD Sports and Sahyadri Regional Channel. The winning team will represent the country at Robocon 2007 to be held in Vietnam on August 26.
The Asia Pacific Broadcasters Union, which has membership of more than 100 broadcasters from 50 countries around the world, initiated Robocon in Tokyo in the year 2002. Doordarshan India, being one of the broadcast members of ABU, Doordarshan Robocon India came into existence.
Dr Karad said that Robocon is an Asia Pacific event, where engineers think originally and make their own machines, without looking at the existing products. This year there are 25 teams participating.
Dr Karad said MIT and Doordarshan would also be hosting Robocon 2008 Asia Pacific International Event at Pune. The event will have 25 teams from all over Asia Pacific participating.

Nepali Robot: Reached in IIT Ground

Robotics club is participating in IIT Techfest on this week from 26 to 28 January. According to Robotics Club, IOE, Lalitpur, Nepali team had already reached Bombay to take part in the International Robot Competition, a major event of the Techfest.

Nepal had already won 500 US dollor Cash Prize in last Techfest, January 2004. The team of Robotics Club took part in the India’s biggest International Robotics Competition in Indian Institute of Technology (IIT) Bombay. In that contest, Nepal (The rope climbing robot) was third among the 23 teams from different countries.Let's hope for better this year too.

Indian Institute of Technology Bombay presents the tenth edition of the largest student organized science and technology fest across Asia, Techfest 2007.

The competitions at Techfest continue to inspire young and brilliant minds to think outside the box and strive hard to achieve glory. Every year a new set of problem statements spanning all the disciplines of engineering are presented to the participants. Techfest 2007 consists of three international competitions viz. Micromouse, S.N.A.P. and Full Throttle: Afterburn. These competitions have collective prize money of USD 2500. Teams from Sri Lanka and Nepal have already confirmed their participation. Apart from these competitions there are over 25 other competitions to choose from with the total prize money running in excess of a whooping 7 lacs.

With an expected footfall of about 30,000 students Techfest this year promises to be bigger and better than ever. Come and visit Techfest 2007 at IIT Powaii from 26th-28th January to get the real feel of the fest. After all we believe that ‘Technology is for All’.

In a tryst of science and mythology, Kathmandu Engineering College won the Grand Prix of RoboCup Nepal 2006 with their five Pandav robots — Yudhisthir, Bhim, Arjun, Nakul and Sahadev. The Pandav became the Everest Conqueror after defeating Robo-Zenith-06 of Advanced College of Engineering and Management 52-0 in the final held in the Covered Hall of Dashrath Stadium of Tripureshwor on Saturday. The college had also won the event's previous edition, RoboShooter 2005, with their three Trikaal robots last year. The semifinalists Khwopa Engineering College and Nepal College of Information Technology won the second runners-up awards of RoboCup Nepal 2006. The former had lost 7-66 to the eventual winner in the semifinal while the latter was defeated 2-29 to the first runner-up. In the other categories, National College of Engineering won the RoboCup Nepal award, Thapathali Campus (IOE) received the best performance award while Western Region Campus (IOE) walked away with the best idea award. Similarly, Pokhara Engineering College won the award for best artistic design and Eastern Region Campus Dharan (IOE) received the best engineering award. The debutants like Eastern College of Engineering from Biratnagar won the special award from Nepal Mountaineering Association while another Himalaya College of Engineering also received a consolation in the disciplinary category. The 13 participating college teams of this year's contest were initially divided into five groups in the league round, of which three groups had three teams each while two groups consisted two teams each. The first and second teams from the first three groups then moved to the quarterfinals along with the winners of the last two teams. The games were played with three participating students and an instructor, and their automatic and manual robots were given separate points for scoring balls in cylinders, collecting wastes into a dumping bin and placing the flag in the tower cylinder, in a 10-meter long and 9-meter wide game field. This third national robot contest was organized by the Robotics Club of Pulchowk Campus, Institute of Engineering in association with AYON (Association of Youth Organizations Nepal).

Technology students from various colleges across the country will be putting their best technical know-how and strategies on their robots as their brain children vie for the title of Everest Conqueror of RoboCup Nepal 2006 at the Covered Hall of Dashrath Stadium in Tripureshwor on Saturday.
The national robotics contest, being organized for the third consecutive year by the Robotics Club of Pulchowk Campus, Institute of Engineering, is being held with its new official name, RoboCup Nepal 2006, and in association with AYON (Association of Youth Organizations Nepal).
The theme for this year's contest is "Mission Everest" under which the robots of the participating teams will be required to simulate the climbing and ascent of Mt Everest while also clearing the wastes on their way vis-à-vis transporting the supplies to the camps.
The games will be played on a rectangular 10 meter long and 9 meter wide game field between two teams each with three participating students and an instructor. Each team will be allowed to use a manual robot and a desired number of automatic robots within the specified total weight and dimensions. The manual and automatic machines must do their respective works — like scoring balls into the transparent carrier cylinders, dumping wastes into the bin, and installing the flag in the tower cylinder — from their own specified movement zones. Separate points will be awarded for each operation.
Each game will be played for three minutes and the team scoring more points will become the Everest Conqueror.
The contest will be held in a league-cum-knockout format. After the initial round robin league games, the winner from each group will advance to the next knockout round until the final Everest Conqueror is declared.
This year, 13 engineering colleges from Kathmandu and outside are participating in RoboCup Nepal 2006. The colleges are Apex College, Advanced College of Engineering and Management, Eastern Region Campus (Dharan), Kantipur Engineering College, Kathmandu Engineering College, Khwopa Engineering College, National College of Engineering, National College of Information Technology, Pokhara Engineering College (Pokhara), Thapathali Campus, Western Region Campus (Pokhara), Eastern College of Engineering (Biratnagar) and Himalayan College of Engineering.
The contest has a lineup of eight awards, namely Grand Prix, first runner-up, second runners-up, best artistic design, best idea, best engineering, and best mechanism.

KATHMANDU: Prof Dr Home Nath Bhattarai, Vice-chancellor of the Nepal Academy of Science and Technology (NAST), today inaugurated the ‘National Robot Competition-2007’ organised by the Robotic club of the Pulchowk Engineering Campus at the covered hall of Dhasarath stadium.Inaugurating the competition, Dr Bhattarai said: “Education should be made more useful and applicable to our lives so as to make people skilful.”Stressing on the importance of Science and Technology, he said: “Work comes first in science and the theory is formulated later on.“Therefore, one should develop the technology that suits geographical features of the country and only after that one should indulge the theory,” he said.Mahadev Pant, a student from the Mechanical Engineering Department of the Pulchwok Campus, said: “This kind of competition helps to find out whether Nepal is ready to be a country of rich technology or not.” “Since we have already participated in international competitions, too, this competition can be the ground to share those experiences with other participants,” he said.The competition was held under the aegis of “Robocup Nepal 2006: Mission Everest” where the organisers have managed an area of 90 square metres to symbolise the Mt Everest. Robotics Club, Pulchwok Campus, has been organising the robot competition since 2004.Robocup Nepal 2006: Mission Everest is the continuation of Robo-Soccer 2004 and Robo-Shooter 2005.

How do you image Nepal in 10- 20 years from now?

«Our country and our people have lots of opportunities for prosperity. We are now poor, but not because we don’t have natural and human resources. We are poor because of the policy enforced by the feudal King Gyanendra.

We have resorses for hydroelectric power, thanks to the large amount of water coming off the Himalayas. Tourism could also create enormous income for us, thanks to our marvellous mountains, our historical and religious sites and our astonishing natural parks.

Not to mention our agriculture, the land in Terai is potentially very fertile With good government we can become one of the richest country in South Asia. But we need transport, hi tech and scientific projects, infrastructures, and a lot of courage. In ten years we’ll change the whole scenario, rebuilding this country to prosperity.

In 20 years we could be simular to Switzerland. This is my goal for Nepal».

काठमाडौं, कार्तिक १७ - सरकारले अमेरिकी र भारतीय कम्पनीहरूलाई झन्डै १४ हजार मेगावाट बराबरको जलविद्युत् परियोजनाहरूमा लगानी गर्न प्रस्ताव गरेको छ । सरकारले उनीहरूलाई आवश्यक सहुलियत उपलब्ध गराउने प्रत्याभूतिसमेत दिलाएको छ ।

सरकारले प्रस्ताव गरेका परियोजनाहरूमा कणर्ाली चिसापानी -१० हजार ८ सय मेगावाट), तल्लो अरुण -३०८), अरुण-३ -४०२), माथिल्लो अरुण -३३५), दूध कोसी
-३००), बूढीगण्डकी -६००), कालीगण्डकी-२ -६६०) र माथिल्लो कणर्ाली -३०० मेगावाट) छन् । यसबाहेक सरकारले एक सय २६ वटा परियोजना पहिचान गरेको र त्यसमध्ये २४ वटा विभिन्न चरणमा पुगेको जनाएको छ ।

अमेरिकी दूतावास, नेपाल-अमेरिका उद्योग वाणिज्य संघ, अमेरिकी सहयोग नियोग -यूएसएआईडी), इन्टरनेसनल रिसोर्स ग्रुप -आईआरजी) र अमेरिकन चेम्बर अफ कमर्स इन इन्डियाले संयुक्त रूपमा आयोजना गरेको सम्मेलनमा सरकारले अमेरिकी तथा भारतीय निर्माण कम्पनीलाई उक्त प्रस्ताव गरेको हो ।

कात्तिक ३ को अंकमा प्रकाशित ३ सय ९ मेघावाटको माथिल्लो तामाकोशी परियोजना आन्तरिक स्राेतबाट बनाउने भन्ने विद्युत् प्राधिकरणको निर्णयले निकै खुसी लाग्यो । अनि दुःख पनि । केही साताअघि अर्थ, जलस्रोत मन्त्रालय र राष्ट्रबैंकका उच्च अधिकारी सम्मिलित अनौपचारिक बैठकले यो परियोजना निर्माणका लागि स्वदेशी पैसा नपुग्ने निक्र्योल गरेको समाचार पनि प्रकाशित भएको थियो । कहिले स्वदेशी स्रोत पुग्दैन भन्दै पन्छिन खोज्ने र कहिले आफैंले बनाउने भन्ने दुईथरी कुरालाई जनता र लगानीकर्ताले कसरी विश्वास गर्ने ? कालीगण्डकी एको खेती अझै टुङ्गएिको छैन, मध्यमस्र्याङदीको हाल त्यो -दोब्बर लागत) छ, निजी क्ष्ाेत्रका भोटेकोशी र खिम्तीका कुरै नगरौं । यति हुँदाहुँदै पनि यति ठूलो परियोजनाबारे दुई किसिमको निर्णय गरिनु शुभसंकेत होइन ।
आन्तरिक स्राेतको सम्बन्धमा एउटा सानो चिलिमे जलविद्युत्को सेयर निष्काशन गर्दा घाटामा गएको प्राधिकरणका कर्मचारीबाट मात्रै १ अर्बभन्दा बढी लगानी गर्ने प्रतिबद्धता आएको थियो । यो एक अंशमात्र भयो, परियोजनाको सम्पूर्ण लागत निर्माण संरचना सम्पन्न कार्यतालिका, उत्पादन हुने समय इत्यादिबारे लगानीकर्तालाई विश्वस्त पार्नु आवश्यक छ । सरकारमात्र होइन, प्राधिकरण नेतृत्व वर्गले आफ्नो स्वार्थ त्यागी देशका लागि 'केही गरौं' भन्ने सोच राखी विदेशीको झोला बोक्ने प्रवृत्ति छाडेमा योजना सफल हुनेमा शंका छैन । सम्पूर्ण जनता, संघ-संस्था, कर्मचारी, उद्योग व्यवसायी, पेसाकर्मीसमक्ष्ा दल-माओवादीले जनताको लगानी सुरक्ष्ाा गर्ने प्रत्याभूति दिएको खण्डमा आन्तरिक स्राेतबाट माथिल्लो तामाकोशी परियोजना सञ्चालन गर्न कुनै कठिनाइ हुने छैन । अन्यथा कुराको खेतीमात्र हुनेछ ।

विद्युत् प्राधिकरणले यसै साता माथिल्लो तामाकोशी जलविद्युत् आयोजना आफैंले बनाउने निर्णय गरेको छ ।

प्रतियुनिट उत्पादन लागत दुई रुपैयाँमात्र पर्ने भएर होइन, हाल मुलुकले भोगिरहेको चरम लोडसेडिङको समस्या अन्त्य गर्ने एकमात्र निर्विकल्प आयोजना यही हो । त्यसबाहेक नेपाली श्रम, सीप र स्रोतले जलविद्युत् आयोजना सस्ता हुन्छन् भन्ने उदाहरण त चिलिमेले देखाइसकेको छ । कालीगण्डकी र मध्यमस्र्याङदीलाई अरुण- ३ को विकल्प ठानिएको थियो । परिणाम के भयो, सबैलाई थाहा छ । अरुणको पतनले प्राधिकरणले धान्नै नसक्ने खिम्ती र भोटेकोशी भित्रिए । अनुमानित लागतभन्दा ६७ प्रतिशत बढी खर्च भएको कालीगण्डकी र लागतको दोब्बर बढी परेको मध्यमस्र्याङदीले प्राधिकरणलाई कहाँ पुर्‍यायो । सस्तो आयोजना बनाए पो बिजुली पनि सस्तो हुन्छ भन्ने मान्यताअनुसार प्राधिकरणले माथिल्लो तामाकोशीलाई छानेको छ । यो निर्णय प्राधिकरणबाट होइन, सरकार वा अझ भनौं राज्यबाट आउनुपर्ने थियो । माथिल्लो तामाकोशी प्राधिकरण विशेषको कुनै अमूक सम्पत्ति होइन, यो राज्य र जनताको अपेक्षासँग जोडिएको छ ।

यो आयोजनाको अनुमानित लागत ३० अर्ब रुपैयाँ हो । यो आयोजनालाई विदेशीका पोल्टामा हालेर आफ्ना निहित स्वार्थ पूरा गर्न पल्केकाहरू भन्छन् कि प्राधिकरणसँग यत्रो पैसा छैन । प्राधिकरणजस्तो निकायले यति महँगो र ठूलो आयोजना बनाउनुहुन्न । निश्चय पनि मस्र्याङदी, मध्यमस्र्याङदी र कालीगण्डकीजस्ता आयोजनाका कारण प्राधिकरणमाथि भरोसा र विश्वास गर्ने बाटो छैन । पञ्चायतको तीस वर्ष र राजाका निरंकुश शासनमा यस्ता भनाइलाई अझ बढी मलजल गर्ने बाटा थिए । तर लोकतान्त्रिक सरकार पारदर्शी छ र यसले गर्ने निर्णय प्रक्रियामा राजनीतिक दलमात्र होइन, जनताको सहभागितासमेत छ भन्ने मान्यता छ । त्यसकारण अर्थ मन्त्रालयका कर्मचारीतन्त्र माथिल्लो तामाकोशी नेपालीले बनाउनुपर्छ भन्नेमा जति नकारात्मक भए पनि त्यसको अर्थ हुन्न । जनताको आन्दोलनले राज्यव्यवस्था नै परिवर्तन हुन्छ भने एउटा ३० अर्ब रुपैयाँ पर्ने जलविद्युत् आयोजना कुनै ठूलो कुरा हुन्न । आयोजना जनताको भावनासँग जोडिएको छ । सरकारले जनताको घर-घरमा गएर माथिल्लो तामाकोशीका लागि पैसा माग्नुपर्छ । यो आयोजना बन्छ-बन्छ ।

प्राधिकरणले कार्ययोजनासहित निर्णय गरेको छ । अन्तर्राष्ट्रिय प्रतिस्पर्धामार्फत आयोजना प्रमुख नियुक्त गर्ने, सबै क्षेत्रबाट सम्मिलित बोर्ड गठन गर्ने आदि । यसले त्यो बोर्डलाई स्वायत्ततामात्र होइन, निर्णय गर्न निर्भीकतासमेत दिन्छ । अनि एकमात्र उद्देश्य हुन्छ- जसरी पनि आयोजना बनाउने । प्राधिकरणले निर्णय गरेकै भोलिपल्ट नवगठित एक विकास बैंक क्लिन इनर्जी फाइनान्सियल इष्टिच्युसनले समेत सघाउने सार्वजनिक प्रतिबद्धता व्यक्त गरिसकेको छ । क्रमशः अरू वित्त संस्थाले सहभागिता जनाउनेछन् । किनभने वाणिज्य बैंकले जनताको निक्ष्ाेपमा अढाई प्रतिशत ब्याज दिइरहेका छन्, जुन सर्वथा अति कम हो । बजारको तरलता यो आयोजनाका लागि प्रसोचन हुँदा ब्याजदर बढ्छ र बैंकमा जनताको निक्षेप वृद्धि हुन्छ । अन्ततः जनताले आयोजनामा लगानी गरेको ठहरिन्छ । त्यसबाहेक विकास बैंक, सञ्चय कोष, नागरिक लगानी कोष र सेनाको कल्याणकारी कोष अनुत्पादक क्ष्ाेत्रमा लगानी भइरहेको छ । सेनाले लगानी गर्ने ठाउँ नपाएर कहिले बैंक खोल्ने त कहिले व्यावसायिक तवरमा हवाईजहाज सञ्चालन गर्ने जस्ता प्रयास विगतमा गरेको थियो । घरजग्गा र मोटरजस्ता अनुत्पादक क्ष्ाेत्रमा बैंकले लगानी गरेका छन् । ती सबैलाई एकीकृत गर्ने, रेमिटान्सलाई पनि आयोजनामै लगानी गर्ने संयन्त्रको विकास गर्ने हो भने माथिल्लो तामाकोशीका लागि स्रोत अभाव नहुने प्रस्ट छ । आवश्यक थियो निर्णयको, त्यो भएको छ । अब सरकारले माओवादीका केन्द्रीय नेतादेखि सामान्य कार्यकर्ताको समेत बगलीबाट माथिल्लो तामाकोशीलाई रकम बटुल्नुपर्छ । सिभिल संरचनाका लागि करिब १७-१८ अर्ब रुपैयाँ चाहिन्छ । बाँकी इलेक्ट्रो-मेकानिकलका लागि उधारोमा समेत पाइन्छ । भोलि कमाएर पनि तिर्न सकिन्छ । अर्काे, यसको वषर्ायामको बिजुली भारत निर्यात गर्न सकिन्छ । सरकारका पनि केही दायित्व छन् । यो आयोजना बनाउँदा राज्यले कुनै ग्यारेन्टी दिनु पर्दैन । प्राधिकरण आफैं एउटा राज्यको अंग हो । यो संस्था धराशायी भएमा खिम्ती-भोटेकोशीजस्ता आइपीपीका रकम सरकारले तिर्नुपर्छ, त्यतिखेर सरकारले के गर्ने ? त्यसबाहेक विद्युत् ऊर्जा अभावमा देशलाई अहिले जुन क्षति पुगिरहेको छ, त्यसको कुनै हिसाब-किताबै हुन्न । प्राधिकरणको जोखिम अब राज्यले पनि ग्रहण गर्नुपर्छ ।

हिजो बेलुका काठमाडौं उत्रदा पानी परिरहेको थियो । लगभग १० दिन जती यो शहर छोडेर जादा बिरानो ठाउमा पुगेको भान नै भयो । सात् बर्ष यहा बसेको अनुभव, यहाको चहलपहल, हरेक् कुराको सुबिधा । अनि नया ठाउमा न बाटो राम्रो छ ,न मोबाइल चल्छ ।
झन्डै ३-४सय मान्छे बस्ने गाउ। पचास हजार जिल्लाको जनसँख्या छ अरे । सदरमुकाम बाट १२ किलोमिटरको यात्रा गर्न २ घन्टा, त्यो पनि सानो गाडीमा । सदरमुकाम् पुग्दा लाग्छ, म काठमान्डुमा छु।

सुन्य ठाउबाट यहा आईपुग्दा लाग्छ , म मेरो घर इटहरीमै छु। र यो यात्राको त्रीकोणमा आएर म पनि सुन्य र एक्लो भएको छु।

Hi frens....
I am back from 136 km out of Valley for 4 days.....guess where it is? Definitely , it was 12 hours journey to come back to ktm... and definitely remote place...... no news channel, no newspaper ( available only after 12 hrs late from ktm readers time )... teliphone ( depends on weather)................ But transportation facility is available on some dry seasons.....
Finally no INTERNET..................So, missing u a lots !!!!!!!!!!!!!!

आज काठमाडौं बसाइको मेरो अन्तिम दिन्, शान्ति बार्ताको सम्भवत अघिल्लो दिन्,कुनै ब्रेकिङ् समाचार त छैन ।

तर रत्नपार्क बाट धरहरातिर खुलामँच छेउको बाटोमा हिडदै आउदा उल्टो दिशाबाट आएको ९६९७ नँबरको पजेरोमा अहिलेका सर्वाधिक चर्चित अनुहारहरु देखापरे ।

दिउसोको करिब साढे तिन बजे देखिएका तिनजना पात्रहरु भने प्रचण्ड, बाबुराम भट्टराई र कृष्ण प्रसाद् सिटौला थिए । यसलाई यो ब्लगमा हाल्नु कुनै जरुरत पनि थिएन् ।

तर अचम्म लाग्ने कुरा के थियो भने पजेरोको पछाडिको सिटको लहरमा गृहमन्त्री सिटौला भने दुई कमरेडको बिचमा बसेर गफिरहेका थिए ।

अनि प्रचण्ड र बाबुराम भने एक अर्कालाई हेरेर सिटौलाको शान्तिगामी एजेन्डा सुनिरहेका होलान भन्ने मैले अनुमान गरेर हिडदै थिए ।

बाटामा कसैले मलाई बोलायो ।

फर्केर हेर्द एक् पुर्बपरिचित पत्रकार मोहन बास्तोला फेला परे । उनि अनेरास्वबियुका कुनै ठुला नेता ठाकुर गैरेको अन्तर्बार्ता लिन गैरहेको बताइरहेका थिए ।

मेरो ध्यान भने , अहिलेको यो भेट सायद् मेरो ब्लगको लागि ब्रेकिङ् न्युज हुन्छ कि भन्ने थियो ।

किनभने माओबादीका बरिष्ट नेताहरुबिच बसेर अब चाहि कृष्णजीले सवारी मन्त्रीमात्र होइन, बार्ताको सफलताको लागी पक्कै पनि कृष्णलीला नै देखाउने आशा छ् ।

Nepal gears up to export power

KATHMANDU, Oct 8 - Nepal-India cooperation in water resources has remained an emotive issue for this northern neighbor for over six decades, and not without reason. Under unequal treaties - especially the 1920 Sarada agreement, 1954 Koshi agreement and 1959 Gandak agreement - signed with the southern neighbor, Nepal gained little while losing control over much of its water.

These treaties spawned lasting suspicion among the Nepalese. The suspicion feuls tumultuous manifestations whenever there is talk of possible new agreements with India on water resources. The degree of suspicion is so high that major agreements such as the Mahakali package - that includes the 6,480 MW Pancheswar project, Tanakpur and the Sarada barrage - ratified by a two-third majority of parliament in 1996, has not made any headway. Similarly, the 10,800 MW Karnali-Chisapani Project is also stuck with the two sides unable to agree on compensation for regulated water.

Entry of Indian private sector
Suspicions notwithstanding, Nepali authorities are currently reviewing proposals submitted recently by several Indian private sector companies for conducting feasibility studies on sizeable projects including the 600 MW Budhi Gandaki, 402 MW Arun-III and 300 MW Upper Karnali. This is the first time India's private sector has shown interest in hydropower generation in Nepal. This development was triggered partly by the Electricity Act of India 2003 that opened the Indian power market to all, and partly by the growing demand for power in India to meet its growth aspiration of eight percent per annum. India ranks sixth in the world in total energy consumption, and is a net importer of energy, with 25 percent of primary energy demands being met through imports.

Seeing a lot of interest among India's private sector, Nepali authorities are upbeat to the extent that Minister of State for Water Resources Gyanendra Bahadur Karki termed it "an opportunity that should not be missed". The ministry has constituted a technical team to review the proposals. Select proposals will be presented to the cabinet for approval.

Export vs home consumption
Experts are divided over whether this is the right time to get involved in export-oriented projects, and whether Nepal should export power to India at all.
Ajaya Dixit, chairman of Nepal Water Conservation Foundation, is bemused by the euphoria of Nepali authorities over the prospects of power exports at a time when Nepal is facing load-shedding. This winter the country will face as much as nine hours of power cuts per day per household, according to the White Paper issued last month by Nepal Electricity Authority (NEA).

Dixit argues that today Nepalese are capable of building small-scale hydropower projects, as demonstrated by Chilime, and this achievement should be consolidated. "We are facing power cuts. The electricity we consume is one of the most expensive in the world. Why go for export when there is a market in the country? Let's build cheap projects, reduce electricity tariff and shift energy consumption from traditional sources to electricity," he said.

Economic development is not about making governments rich. It's rather about giving benefits to the people. "If power is used internally, it will help industrialization and generate employment opportunities. Let's not export raw electricity, but rather use the electricity to manufacture value-added goods and compete in the global market," he said, adding that awarding projects to Indian companies means losing backward and forward linkages. Energy economist Ratna Sansar Shrestha agrees that the time is not right for entering into agreements on projects intended for power export. "We don't have a stable government, nor a proper constitution. Project agreements should be entered into only after there is a stable government and a stable constitution," says Shrestha.

He suggests immediate construction of projects for meeting power demand in the country. "We should immediately start building cheap projects like the 309 MW Upper Tamakoshi."
However, government officials say Nepal needs foreign companies even for investing in projects meant for supplying power internally. "Building a one-megawatt project requires about Rs 150 million. If we mobilize all available internal funds, we might be able to build Upper Tamakoshi. But what next?" asks Jay Kishore Mackay, Director General of the Department of Electricity Development. Nepal's annual rise in power demand is 10 percent, which means we require at least one project of 60 MW size added to the national grid every year.

The middle path
A section of experts say the best course is two-pronged: building projects for internal consumption and for export at the same time.
Santa Bahadur Pun, former chief of NEA, says, "Let's give the Indian companies a few projects totaling a few thousand megawatts and see how we fare. Let's make mistakes in smaller projects and learn from them. At the same time, let's build Upper Tamakoshi for meeting our own power shortage."

After all, Nepal's hydropower potential is not limited to a few thousand megawatts. NEA chief Arjun Karki says, "Let's experiment with a few thousand megawatts. If that benefits Nepal, we will move ahead on that path. If not, we are always free to change course."
Only 1.7 percent of Nepal's total energy demand is currently met by electricity. Though it is practically impossible, even if all traditional sources were to be replaced by electricity, Nepal would be able to consume only 25,000 megawatts. "Even in that hypothetical scenario, what do we do with the rest of our potential? Sell it or leave it unutilized?" questions Gyanendra Lal Pradhan, chairman of the executive committee of Butwal Power Company Ltd.

Musical robot !!!!

ATLANTA, Georgia (CNN) -- A professor of musical technology at Georgia Tech, Gil Weinberg, enlisted the support of graduate student Scott Driscoll to create Haile -- the first truly robotic musician. In this way, he became a sort of Geppetto creating his musical Pinocchio.

"Computers have been playing music for 50 years," Driscoll said. "But we wanted to create something that didn't just play back what it heard, but play off it, too."

When questions arise over the possibility of two Hailes playing off one another, Weinberg just laughs.

"We have only focused on human/robot interaction, and we feel the area has not yet fully been explored," he said. "But it would be interesting to see how two robots inspire each other in music."

गाडीको यात्रा एकदम झन्झट्लाग्दो त हुन्छ नै, तर ठीक समयमा पुग्नु नै ठुलो कुरा हो ।काउन्टरमा काटेको टिकट भन्दा बेग्लै गाडी चढनु पर्यो, तर त्यहि पैसामा यात्रा सुनिश्चित भो, पछि थर्काएपछि । कमसेकम् काठमाडौं आउन एकघन्टा अघि मकालु बसको इन्जिन बिग्रीसकेपछि धन्न मकालुको अर्को बसमा उभिएर त आइपुगियो तर कलन्कीको जाम्, मात्र अर्को एक् घन्टा ।

बाटोमा चेकिङ नभएकोले उठबस भएन, बाटोमा झोलीतुम्बा बोक्दै ।

तामाकोशी विदेशीलाई किन ?

सबैभन्दा सस्तो विद्युत् परियोजनाका रूपमा चिनिएको माथिल्लो तामाकोशी पनि विदेशीलाई दिने खबरले ध्यानाकृष्ट भयो । सस्तो परियोजना सरकार आफैंले वा विद्युत् प्राधिकरण वा स्वदेशी निजी कम्पनीलाई दिन जाती हुन्छ । त्यहाँ लाग्ने दक्ष कामदार, प्राविधिक, अनि सम्पूर्ण मानव संसाधन नेपालमै उपलब्ध छन् । तिनको क्ष्ामता प्रदर्शनका लागि पनि यो परियोजना नेपालीलाई दिनुपर्छ ।

एकातिर विद्युत् प्राधिकरणका इन्जिनियर जगेडामा तलब खाइरहेका छन्, अर्काेतिर सरकारले हातको परियोजना विदेशी कम्पनीलाई दिने निर्णय गरेको छ । यसमा जलमाफियाहरूको खेल हुनसक्छ । सस्तो र सुलभ मूल्यमा बिजुली उपभोग गर्ने सपना चकनाचुर पार्नेगरी सरकारले जुन निर्णय गरेको छ, त्यो अस्वीकार्य छ । सरकार ग्यारेन्टी बस्नुपर्ने झन्झटले कुनै परियोजना विदेशीलाई सुम्पने कुरा हास्यास्पद छ । कमजोर तर्कबाट जलमाफियाको चलखेल झन् स्पष्ट हुन्छ । सरकार किन स्वदेशी लगानीकर्ता, निर्माता र पुँजीलाई अस्वीकार गर्छ ? किन विदेशी बैंकको कर लगाएर विदेशीलाई परियोजना दिइन्छ ? भोलि अर्काे विदेशीले तिमीहरूको सरकार ठीक भएन, सरकार चलाउने फेर्नुपर्‍यो भन्ला, त्यतिबेला सरकार चलाउन विदेशीलाई टेन्डर आह्वान गर्ने ?

विदेशीलाई परियोजना दिँदा मोटो रकम कमिसन आउने भएकाले नीति/निर्माताको ध्यान देश विकासमा नगएर मोटो कमिसनतिर गएको हो कि । नत्र किन यस्तो भइरहेछ । सत्यतथ्य सार्वजनिक गर्नुपर्‍यो । विदेशीले मात्र नेपालमा विद्युत् उत्पादन गर्न सक्छन्, नेपालीले सक्दैन ? इन्द्रावती के हो ? विदेशीले उत्पादन गरेको उत्पादन के कस्तो छ, हेरुँ । भोटेकोशी -अमेरिकाले बनाएको) सबभन्दा महँगोमा बाल्न बाध्य छौं । कालीगण्डकी अनि मध्यमस्र्याङ्दी परियोजनाको लगानी झन्डै दोब्बर पुग्यो । अझ कालीगण्डकी 'ए' बनाउने इटालीको ठेकेदार कम्पनी इम्प्रेजिलो आफ्नो देशको 'सी' ग्रेडको कम्पनी रहेछ । हाम्रा नीतिनिर्माताहरू किन छान्छन् यस्ता कम्पनी ? तामाकोशी परियोजनासम्बन्धी निर्णय तुरुन्त फिर्ता लिइयोस् ।

Robots to climb "Everest" this December

Sept 28 - The Robotics Club of Pulchowk Campus in Lalitpur has successfully organized two national robot contests in the past two years, thus providing young and aspiring Nepali engineers from different faculties with the only platform of its kind to exhibit their talents and put their technical know-how into practical use by combining available resources and the latest technologies while making robots.

These competitions have certainly generated a huge amount of interest in engineering students, as is seen by the increasing number of participating colleges and the formation of a number of robotics clubs in many colleges of late. The objective continues this year too, as the club is organizing the third national robot contest in partnership with AYON (Association of Youth Organizations Nepal) on December 22 and 23, but with a new official name, Robocup Nepal, and under a new theme, Mission Everest.

Under this new theme of Robocup Nepal 2006, a team of manual and automatic robots from each participating college is required to simulate the climbing of Mt Everest and reach its summit while also clearing the wastes and litters on the way and transporting the supplies to the base camp within a time period of three minutes.

The contest will be played in a round robin league format, after which the winners from each group will move into the knockout stage and the eventual winner will be declared the Everest Conqueror. A total of 12 colleges including Eastern College of Engineering from Biratnagar and Pokhara Engineering College from Pokhara along with 10 engineering colleges from Kathmandu Valley had participated at a one-day workshop on the contest held at Pulchowk Campus on September 6. The workshop also had presentations and demonstrations by the Robotics Club team which had won the Toyota Award at this year's ABU Robocon contest in Malaysia.
In the two previous editions of the competition, the First National Machine Design Competition Robo Soccer 2004 was a soccer contest, while the robots in the Second National Robot Contest Robo Shooter 2005 had to shoot bowling pins with their balls.

Interestingly, the first edition was won by robot Kaal Bhairav of National College of Engineering while the second was won by Trikaal of Kathmandu Engineering College.

The similar names of these past winners may be passed off as just a coincidence, but it would certainly be interesting to see whether this year's Everest Conqueror robot will also have the word “Kaal” somehow prefixed or suffixed in its name.

शक्तिशाली भु उपग्रह प्रणालीको प्रयोग गर्ने हो भने केही खोज गर्न सकिएला । तर पुरानो चलन्, दुई लाखको पुरस्कार ले केही काम गर्ला कि?

Missing WWF helicopter 'found in NE Nepal'

यो तस्वीर भने अन्तरिक्ष मर्मत गरेर केप् केनेडी बिमानस्थलमा सुरक्षित अवतरण गरेको यान हो जसले सम्भाबित दुर्घटना भोग्नुपरेन । भलै यसले पृथ्वी फर्कने दिन् भन्दा २४ घन्टा पछि पनि सकुशल आएको थियो ।

The space shuttle Atlantis successfully touched down in Florida today following a 12-day construction mission to the international space station.

Its descent from space began at 5.14am local time (0914 GMT) with a 2min 40sec rocket burn to shave around 205mph from its speed and drop it out of orbit. ( more...)

खसी, रागा, बोका, हास, कुखुरा र अन्य जनाबरको बली दिएर फेरी यो बर्षको दशै सुरु हुँदैछ । कति साकाहाँरीले यसको दमदार बिरोध गर्लान ।

तर चलेको चलन्, को बोल्छ र यसको बिपक्षमा? बिदेशमा हो भने जनाबरबादीहरु जुलुस् लिएर बाटामा जनाबरको हक हितका कुरा कति गर्थे होलान् तर नेपालमा खै कति होलान ति !

आँफै खाओबादी भएपछि मैले यो कुरा गर्न त सुहाउदैन पनि ।

दशै सुरु, शान्ति आशा जीबितै ।

आज घटस्थापना हो र म अहिले शँखमुल चोक नेर छु । झ्यालबाहिर हेर्दा तोरण टाङिएको छ । यो बाटो पिच भएको छ, यो हप्तामा नै । शन्खमुल महोत्सब र स्ट्रीट फेस्टिभल बाहिर भएरहेको छ ।म बसेको कोठामा टि भि को र बाहिरको आवाजको ध्वनि लगभग उस्तै छ ।

Hi Friends .......
I have just started the visitors statistics in my page.
If you have blogpage so go through www.statcounter.com
to know your page visitor. After that you can see a graph like this in right side and know how many visitors !!!?? From that graph, green line is mine and blue is from USA.... guess who is he/she?
After my visitors number will reach 1000, I will again publish the same graph in this page. So, I have to do more research for that too.
